Liberal Leader Mark Carney has launched a sweeping plan to Trump-proof Canada, pledging billions in military upgrades, Arctic defense, and trade diversification in a bold effort to shield the country’s sovereignty from U.S. pressure under President Donald Trump.
Speaking on April 19, 2025, just days before the April 28 election, Carney said the plan was designed to protect Canada from Trump’s “unjustified trade war” and his expansionist threats, including remarks suggesting that the U.S. could annex Canada as its 51st state.
“President Trump is trying to break us so that America can own us — and that will never happen,” Carney declared.
“We need a plan to deal with this new reality.”

Carney’s $30.9 billion defence strategy over four years includes:
- Meeting the NATO target of 2% of GDP by 2030, two years ahead of schedule

- Investing heavily in Arctic infrastructure and security, countering threats from Russia and China
- Partnering with Indigenous communities for northern development
Half the spending is reserved for new military gear, while the rest will go toward recruitment, pay raises, base housing, self-propelled artillery, and radar defense systems in collaboration with Australia.

Canada, a leader in quantum computing and AI, will deploy these technologies in:
- Autonomous military vehicles
- Advanced intelligence processing
- War simulation and real-time strategy tools
These tools will ensure Canada’s forces remain competitive in future conflict zones, both at home and abroad.
🌐 Trade Diversification to Counter U.S. Tariffs
In response to escalating U.S. tariffs and deteriorating trade relations, Carney’s platform proposes:
- A national plan to break down internal trade barriers
- New deals with MERCOSUR, ASEAN, and deeper ties with Europe and Asia
- Strengthening the auto supply chain in Ontario, where over 500,000 jobs are at risk
- Support for the agriculture sector, caught in the U.S.-China trade crossfire
“America’s reckless trade war threatens Canadian jobs, businesses, and our way of life,” Carney warned.
“We will build the strongest economy in the G7.”

Conservative leader Pierre Poilievre also supports increased defence spending and Arctic security. His platform promises:
- A new Arctic base in Iqaluit
- Restoring a military facility in Inuvik
- NORAD upgrades to counter incursions from Russia and China
However, Poilievre emphasizes offsetting defence budgets by cutting foreign aid, whereas Carney focuses on modernizing military capabilities and promoting Canada’s global values through its upcoming G7 presidency.

Carney also intends to leverage Canada’s G7 leadership to uphold the rules-based international order, positioning the country as a voice of stability amid global uncertainty.
