UK Lawmakers Support Regulation of Advanced AI to Mitigate Risks

A growing coalition of more than 100 UK lawmakers has expressed strong support for the regulation of advanced artificial intelligence (AI) systems, calling for legislation that would ensure the safe development of AI technologies. The campaign, led by the nonprofit ControlAI, seeks to address the potential risks associated with artificial superintelligence, particularly its capacity to surpass human cognitive abilities and act autonomously, potentially posing existential threats. The movement has gained significant traction over the past year, with lawmakers from across the political spectrum uniting to push for binding regulation on AI development.

The Call for Regulation

In a statement released on December 11, 2025, ControlAI founder Andrea Miotti highlighted the rapid growth of support for the campaign, noting that over 100 lawmakers have now backed the initiative. This coalition, which includes Members of Parliament, members of the House of Lords, and lawmakers from the devolved parliaments in Scotland, Wales, and Northern Ireland, represents a diverse group of political figures concerned about the future of AI and its implications for society.

The growing number of supporters is a direct response to the increasing public awareness of the dangers posed by superintelligent AI. Miotti pointed out that despite warnings from AI experts, many lawmakers have not fully understood the potential risks of artificial general intelligence (AGI), which could outpace human intelligence and operate beyond human control.

“We are honored to work with more than 100 cross-party lawmakers who clearly understand the severity of the problem and want to take action,” Miotti said. He stressed the urgency of the situation, noting that AI companies are pushing ahead with the development of AGI, with some experts predicting that superintelligence could emerge in the next 3-5 years.

The Risks of Superintelligence

The risks posed by superintelligent AI are at the forefront of the ControlAI campaign. Superintelligence, defined as AI that surpasses human cognitive abilities in all domains, could have profound consequences for humanity. Miotti pointed out that some of the biggest AI companies, including Anthropic and OpenAI, are working towards developing AI that could improve upon itself in a process known as recursive self-improvement. This could lead to AI systems that evolve beyond human comprehension or control, potentially posing significant risks to national security, global stability, and human sovereignty.

In a September 2025 interview, Sam Altman, CEO of OpenAI, acknowledged that by 2030, AI systems will likely be capable of performing tasks that humans cannot. This marks a pivotal moment in the evolution of AI, raising concerns about how quickly AI technology is advancing and the lack of global governance to regulate its development.

Expert Warnings on AI Risks

Several leading AI experts have sounded the alarm over the potential dangers of advanced AI systems. Geoffrey Hinton, one of the “godfathers” of AI, warned in August 2025 that the development of superintelligent AI could lead to humanity being sidelined or replaced by machines. Hinton, who received the Nobel Prize in Physics, emphasized the existential risk posed by AI that becomes vastly smarter than humans and operates independently of human oversight.

Other experts, such as MIT physicist Max Tegmark and AI safety researcher Roman Yampolskiy, have also raised concerns about the existential threat posed by superintelligence. These experts argue that if AI reaches a level where it is more intelligent than humans, it could overtake humanity and potentially act in ways that are harmful to society.

However, some industry figures, including Marc Andreessen, cofounder of the venture capital firm Andreessen Horowitz, have argued that AI will ultimately benefit humanity, warning that efforts to slow down AI development could have negative consequences. Despite these differing opinions, the consensus is growing that regulations are necessary to ensure the safe development of AI.

ControlAI’s Campaign for Targeted Regulations

ControlAI’s campaign advocates for targeted regulation of the most powerful AI systems, particularly those that could develop into superintelligence. Miotti stressed that while specialized AI systems that advance science and medicine offer significant benefits, superintelligent AI poses a unique risk that could compromise both national security and global stability.

In the campaign’s statement, ControlAI emphasized the need for a global ban on the development of superintelligence, as well as measures to restrict its precursor technologies. Miotti argued that this would be a crucial first step in protecting national sovereignty and ensuring that AI does not evolve beyond human control.

“It is common sense to regulate technologies that could undermine national security, such as superintelligence,” Miotti said. “By prohibiting superintelligence and restricting its precursors, we can ensure that AI benefits society without jeopardizing our future.”

The UK’s Role in AI Regulation

The UK government has already taken steps to regulate AI, with existing laws in place to govern certain aspects of the technology. However, ControlAI is calling for more comprehensive legislation that specifically targets superintelligent AI. A spokesperson from the UK’s Department for Science, Innovation, and Technology (DSIT) stated that the UK is committed to ensuring that its laws are prepared for the challenges and opportunities presented by AI, though the call for more stringent regulations remains a point of debate.

Miotti believes that the UK could take a leading role in establishing global AI regulations, as the country has a history of playing a central role in international agreements on technology and security. By introducing binding legislation on the development of powerful AI systems, the UK could set a global standard for AI safety and contribute to international efforts to curb the risks of superintelligent AI.
